Since the introduction of the licensing act 2003 which became law in November 2005, the general consensus of chaos did not materialise and in general the new system has proved a success! It is now imperative that all staff who are involved in the retail sale of alcohol should undertake the National Certificate for Personal License Holders (NCPLH) to demonstrate support for ongoing licensing objectives.

The expectation of 24 hour licensing did materialise and as expected there are only a limited number of outlets provided with this license. The deluge of appeals to magistrate’s courts did not happen as the awarding of costs has made this prohibitive and it is subsequently more logical to re-apply to the local council with a better prepared case.
